CAPF Bill in Lok Sabha :Union Home Minister Amit Shah is scheduled to introduce the Central Armed Police Forces (General Administration) Bill, 2026 in the Lok Sabha on Thursday during the second phase of the Budget Session. The bill has already cleared the Rajya Sabha a day earlier through a voice vote, despite disruptions.
The proposed legislation aims to establish uniform rules governing recruitment and service conditions for Group A General Duty officers and other personnel across central armed police forces.
Objective: Uniform Framework Across Forces
The key purpose of the bill is to create a standardized administrative structure for all seven central paramilitary forces. It seeks to streamline service regulations and bring consistency in operational policies affecting personnel across these forces.
Opposition Protests and Walkout in Rajya Sabha
The bill faced resistance in the Rajya Sabha, where opposition members demanded that it be sent to a select committee for further review. When their request was not accepted, several opposition leaders, led by Mallikarjun Kharge, staged a protest and walked out of the House.
Congress Raises Concern Over Timing
Congress MP Manickam Tagore has questioned the timing of the bill’s introduction. He alleged that the government deliberately scheduled it on a day when Leader of Opposition Rahul Gandhi is occupied with pre-planned election rallies in Assam.
In a post on X, Tagore argued that the rallies were announced well in advance and preparations had already been completed, suggesting that the timing of the bill could limit meaningful debate.
Allegations of Avoiding Parliamentary Debate
Tagore criticized the government for what he described as a hurried approach to passing a significant bill impacting CAPF personnel. He questioned why the government appeared reluctant to allow a full discussion in Parliament and why the opposition leader was not given an opportunity to participate.
He further stated that a confident government should not shy away from debate, especially on issues concerning the rights and dignity of security personnel.
Another Key Bill Passed in Lok Sabha
Meanwhile, the Lok Sabha on Wednesday passed the Jan Vishwas (Amendment) Bill, 2026. The legislation is designed to improve the ease of doing business and ease of living by promoting a governance system based on trust and proportionate regulation.
This development sets the stage for a heated debate in the Lok Sabha, as political differences continue over both the content of the CAPF Bill and the manner in which it is being introduced.
